People and organisations run older software for a variety of reasons.

Major organisations such as the NHS here in the UK have highly specialised software specifically designed to run on XP. The cost of upgrading across the board would run in to billions of pounds. The NHS is hugely under funded by the UK Government therefore any budget allocated is immediately directed to other more crucial resources yet the NHS has come under venomous attack from some who are unaware of the facts.

Obviously the catalyst for this has been Wannacrypt and the attacks on users of older software have been both brutal and distasteful. The vulnerable have been targeted by some in the media. Most notably those who cannot afford new Hardware and even more vile the elderly. Although not stereotyping there many elderly people who are more than satisfied with their running XP on an old PC and should not be victimised for doing so.
