I'd argue that a poor decision was done to decide adding resistors inside cables instead of the devices themselves (that has a host of problems by itself). At any rate nobody has provided conclusive evidence that Type C cables missing a pull up resistor can instantly fry a phone or corresponding device.

Apparently this new design -- a USB dongle which can insert either way into your USB ports -- this new design has problems, if too cheaply made.

Article here on what to watch out for, and who's poorly making the connectors.
